TIMSS is a collaborative research project conducted under the auspices of the International Association for the Evaluation of Educational Achievement (IEA). The TIMSS International Study Center at Boston College (United States)was responsible for all aspects of the study, including the design, operations, analysis, and reporting. TIMSS 1995 was directed by Dr. Albert E. Beaton, Dr. Michael O. Martin, and Ina V.S. Mullis.

The IEA Data Processing Center in Hamburg, Germany
The IEA Data Processing Center, the data processing unit of the IEA, was responsible for all aspects of data processing including verifying the accuracy and comparability of the data and constructing the international database for TIMSS 1995.

Statistics Canada in Ottawa
Statistics Canada, Canada's national statistical agency, was responsible for all aspects of the sampling for TIMSS 1995 including planning the sample designs, consulting with the participating countries about their samples, ensuring that the sampling procedures were implemented correctly, and documenting the results of the sampling activities.

Australian Council for Educational Research
The Australian Council for Educational Research was responsible for scaling the TIMSS 1995 data and supporting data analysis activities.

Each participating country was represented by a National Research Coordinator. The National Research Coordinators were responsible for implementing TIMSS in their countries in accordance with the international standards.

Funding for the international coordination of TIMSS 1995 was provided by the National Center for Education Statistics of the United States Department of Education, the U.S. National Science Foundation, and the Applied Research Branch of the Strategic Policy Group of the Canadian Ministry of Human Resources Development. Each of the TIMSS countries provided funding for the national implementation of the study and contributed to the international coordinating costs.
